The European Commission set out measures on 6 October 2026 to prepare the European Union’s governance, budget and policies for future enlargement.

The framework addresses the Union’s own readiness alongside reforms expected from candidate countries. It discusses administrative capacity, gradual integration in sectors such as energy and transport, and safeguards and transitional arrangements.

The Commission also proposed greater use of qualified-majority voting at some stages of the accession process. Further roadmaps were planned for Montenegro, Albania, Moldova and Ukraine.

The announcement does not admit a new member or establish a final accession date. Candidate reforms, EU institutional preparation and the ultimate accession treaty are separate stages. Treaty approval, parliamentary consent and national ratification requirements are not automatically removed by the Commission’s proposal.
