The Council of the European Union added three individuals and nine entities to its restrictive-measures list on 15 October 2026, citing the circumvention of sanctions relating to Russia, oil transactions and financial operations.

The Council’s announcement identified logistics, trading and financial intermediaries. It included two Türkiye-based trading companies among the entities it accused of participating in circumvention networks.

Those listed are subject to asset freezes and restrictions on the provision of funds or economic resources. Listed individuals are also subject to an EU travel ban. The precise names, grounds and applicable measures are set out in the accompanying legal instruments.

The decision concerns named people and entities, rather than a blanket measure against Turkish businesses. The allegations and grounds for listing are the Council’s stated findings; they should not be presented as a criminal court judgment. The relevant EU legal texts govern the measures and available review procedures.
