AGD BRIEF — NEW YORK
Syrian President Ahmed al-Sharaa told the 81st United Nations General Assembly that Syria’s pursuit of stability and reconstruction remains tied to sovereignty and territorial integrity. He described the occupied Golan Heights as Syrian territory and referred to UN Security Council Resolution 497, which rejected Israel’s decision to impose its laws and administration on the area.
Sharaa called for Israeli forces to return to positions held before 8 December 2024 and said Damascus remained committed to the 1974 Disengagement Agreement. He presented ongoing contacts with Israel as an effort to establish a security arrangement and reduce military tension, rather than as an immediate comprehensive peace agreement.
According to Sharaa, a broader and permanent peace process could be discussed if the security stage succeeds and the parties return to the agreed lines. He said no state should seek security at the expense of its neighbours.
His speech also addressed sanctions relief, refugee returns, reconstruction, chemical weapons cooperation and measures against Captagon trafficking.
