World leaders renewed their political commitment to pandemic prevention, preparedness and response at a United Nations high-level meeting in New York on 25 September 2026. The meeting was the second UN gathering at this level on the issue since 2023.
According to the World Health Organization, delegates called for sustained and equitable investment in national and global preparedness. Discussions covered the WHO Pandemic Agreement, amendments to the International Health Regulations, disease surveillance, pathogen sharing and local manufacturing capacity.
WHO Director-General Tedros Adhanom Ghebreyesus urged governments to maintain investment before the next global health emergency. WHO said COVID-19 was associated with more than 20 million excess deaths between 2020 and 2023 and caused economic losses exceeding $10 trillion.
Negotiations continue on the Pathogen Access and Benefit-Sharing annex to the Pandemic Agreement. WHO expects the annex to be considered by the World Health Assembly in May 2027 before countries begin national ratification procedures.
